Yes u can pay
RCM is not applicable in all cases , only in case of Goods or services notifyed by the GOVT on notifyed persons .
Not all the goods purchased from URP are covered under RCM. You can pay if applicable.
No RCM on purchases from URD except promoter (real estate) business
