whether RCM is applicable where the job charges bill is provided by unregistered person

No.. not applicable...

The provisions you're talking about is contained under section 9(4) which is currently not fully operative and has been restricted by a notification...

No RCM Applicable on inward supply from URD , except for Builder that to be subject to conditions prescribed in Notification 7/2019 CT (R).

Hence in your case no RCM applicable
