No if nil rated purchase than RCM not applicable if taxable good purchased than RCM APPLCABLE

YOU YOURSELF DENOTS THAT IT IS NIL RATED TAX . HOW CAN YOU SAY IT IS NILL RATED GOODS. FIRST YOU MENTION NAME OF THE COMMEDITY WHICH COME NIL RATED TAX GOODS. MORE OVER RCM G.O IS WHETHER IT IS EFFECT FROM RETROSPECTIVE OR PROSPECTIVE DOES NOT MENTIONED. IT IS DEBATABLE ISSUE
