we had booked some expenses as per sec 9 (4), and charged gst as per rcm basis for the month of September 2017, now only that liability stands in my books September end, now govt deffered the rcm sec 9(4) rules upto 31.03.18. Can we pay the liability of rcm? Or entry will be reverse?

liability rcm ok

but as per government notifaction is date is mention for 

from which date it will start 

another thing even if u pay u can adjust it against ur tax 

no matter in resverve the entry but with concern with law

RCM suspended from October. But, September month RCM is applicable...
So, Why are you got doubt...?

Raja ji, We create the rcm liability for the September month, but not paid the liability

Will have to pay RCM liability in cash for September month also in notification it is stated that RCM mechanism will be applicable till 13/10/2017 so will have to pay RCM liability for month of October too in filing 3B next month...

Pay RCM GST for September
The notification from government is applicable only from 13.10.2017
So, don't charge GST on the transactions from 13.10.2017 to 31.03.2018.
If you have charged GST on transactions between 01.10.2017 to 12.10.2017,
then you can pay that amount to government while paying the October GST.

The effective date is 13/10/2017 only till then you have to pay the rcm
