Do we have to fill both RCM column ij gstr 3b ?

yes output RCM and input RCM if input is allowed
you mean to say both column have same figures ?
just asked for more clarification
RCM LIST
I know that only few expenses are allowed under RCM but why we have to show twice in GSTR 3B?
