from when and for what services the registered GST supplier pays the GST on RCM for supply received from unregistered vendors

From URD supplies rcm not applicable...
In case supply received u/s 9(3) of CGST & u/s 5(3) of IGST act then rcm applicable from 1st July 2017...
Note : Rcm applicable u/s 9(4) of CGST act from 1st July 17 to 12th October 17..

The RCM under GST was suspended till 30th September 2019, so will it be in operation from 1st October for all services received from unregistered delers..

RCM on supply reced from URD cover under Section 9(4) & the same has been deferred from 13/10/2017 .
As per Amendment Act 31 of 2018, the RCM on supply from URD has been applicable on Developer /promotor by vide Notification 7/2019 CT (R) & the same has been effective from 1/4/2019
Developer/Promotor are liable to Procure 80% material From Registered dealer & in capital goods its 100% & RCM is to be on any short fall
