RCM by Exempt Unit
A Pvt Ltd Healthcare unit exempt under GST but paying GTA on purchase of Machinery. Whether RCM applicable and mandatory to take registration or Sec 23 override & no need to take registration as unit providing exempt service.

Register Dealer should only pay GST on RCM. Since you are not required to register your health care company, you need to pay RCM.

No. Procedures. Until register with GST you need not file any returns and RCM.
if your outward supply is exempted u are not requires to register only for rcm
