14% rate applicable from April1,2015...14% then will be consolidated rate and no need to charge additoional education cesses and neither to show the same separately in the invoice.
Effective service tax rate is proposed to be increased from 12.36% to 14%. Education cess and secondary and higher education cess to be removed.

The new service tax rate shall come into effect from a date to be notified by the Central Government after the enactment of the Finance Bill, 2015. Till then, the present rate of 12.36% shall continue.

Service tax present rate is 12.36% and it is applicable up to proposed rate (I.e 14%) notified by the government.
