a person purchases items at 28% but after gst meeting now come in 18% then now he will sale it at 28% or 18%. plz clear

I sale before 15/11/2017 @ 28% today . now materials return today tax rate is changed to 18%.which rate I will pass sales return
18% only. balance amount get from Customer
