Is the Indian Railways right in hiking passenger and freight rates?

yes,passenger rates by 14.2% and 6.5% freight charges w.e.f today. And passenger fare has been hiked across the board

Sir, is this move correct just prior to rail budget and will there be one more tariff hike in rail budget?
