after getting TAN CANCELLED for a dissoleved firm, if notice comes to pay tds penalty, how would bank accept the challan without database ( i.e. without active tan)?

According to the expert Mr.Warrier, TAN can only be deactivated. In such an event you won't receive notices for filing return, but payment will still be possible for pending proceedings or penalty.
