Can anyone suggest ... One of my friend passed in CPT in 2010 , can he eligible for IPCC exam currently.

He have to register for Intermediate new course in SSP PORTAL by creating account in SSP Portal and after passing one group of intermediate he should register for articleship and after completing 2.5 years of articleship he will be eligible for final exam.
