Query regarding filing mgt 14 as per companies act 2013

Share allotment made by a Private Limited Company before enactment of Companies Act 2013 (i.e before 01-04-2014) but return of allotment is filing presently only. Apart from filing thr Form PAS -3 for return of allotment, should the Company file Form MGT-14, for filing the resolution passed by Board of Directors?

As per section 179 (3)(c) of the Comps Act, 2013 in case of issue of securities, the Board of Directors should file MGT-14 with ROC within 30 dyas.

Since 179(3)(c) mentions "issue of securities" so issue of securities includes allotment, so on safer side it is better to file MGT-14 with ROC.
