Advance rulings under service tax law means:`
The determination by authority of a question of law or fact specified in the application regarding the liability to pay service tax in relation to a service proposed to be provided by the applicant.
An applicant can be a non-resident or resident who is starting a commercial activity in joint venture with a non-resident..
there are seperate chapeters in income tax law about these adavacne ruling and transferpricing..go through that for better understanding..!
