Government has secured its revenue through system of TDS. When you earn some income the payer of such income deduct a tax at source and pay you the balance amount,  deposit TDS in government account. By this government has establish a check in such a way that income got reported to him via TDS return and also some part of such income gets paid to government as tax on income. This system minimizes the instances of tax evasions.
