hi, we want to purchase spare parts related to machinery amount23000, but the seller doesn't want to give us purchase bill, how we record this in our account and how we made payment to him.

You may pay by way of cheque and record the purchase by self vouchers

You can not record purchase without Purchase Invoice ,bill in books of accounts .

Purchase from supplier. who will issue Tax Invoice .

If you are genuine buyer and want to followl all compliance of gst law , tax laws and other laws than...

leave that dealer and search for new one
