Are there any fixed ratio for Basic+D.A.+H.R.A. for P.F. Calculation ? How many allowances under covered in P.F. ? Can We exclude Those employees who is getting higher salary while calculating P.F. ?

No there is no fixed ratio for pf calculation
No all employees getting salary and Pf benefits shall be included

Yes, basic should be minimum 40% of total salary,
PF is on basic salary only. But recently there is change, not sure, that all allowances are also considered in calculation. Right now all employees are covered under PF rules.
But pf is 12% on salary provided by employers
No there is no fixed ratio
