Yes any person can be a promoter
Any Natural or Artificial Person can act as Promoter subject to some Limitations
for example:-
Partnership can own shares in the name of it's Partners as the P.Firm is not a Person in the eyes of Law, but merely a collection of persons for Profit Motive.
HUF can own in the name of Karta
for example:-
