I had GST certificate from beginning and paid Tax until end of 2018-19. From 01.04.2019 I did not file my return because of my Annual Turnover below 40 Lakhs. During 2019-20, my GST certificate automatically cancelled by system.
Now what must I do to do my business without GST certificate. My sales turnover is below 40 Lakhs from beginning of my business.

Here You wrong for Non-Filing of Your GST returns from April-19. If You think You don't want GSTIN then must be file all the returns upto date and after that cancel Your GSTIN by Yourself...
