if a unlisted public ltd company register a charge of 25 crore for issue of secured denture and offers only 20 Lakhs initially to meet up its immediate loan requirement through private placement and if the offer is made to 45 people and subscribed by 40 people, will the next offer be treated as a public offer if the total number of subscriber goes more than 50 after the second subscribe where the second lot of offer has 25 subscriber.
The 50 number of subscriber is per offer in case of private placement or the total issue?
