What is the procedure to get the PF balance for a resigned employee, whose terms with the management is straiened. Is there any possibility to get the settlement without approaching the employer but directly contacting the PF authorities, providing details of the account and the proper identity.

As of now there is no possibility of getting directly from EPFO .
However,employer cannot with hold the application unduly long time in prescribed form for settlement .
This is required since employee has to give all the details of remittances made to EPFO during the current PF year(March to Feb) along with details of Annual PF Statement of the last year handing over to the PF subscriber (you).
Safe side you can send a second copy of replica of the claim made to employer to RPFC office of your jurisdiction.
Now a days even if the remittances are not made by the employer promptly RPFC is supposed to settle the claims.
Your next complaint can be to RPFC office of your area and then to CPFC office of India and Ministry of Labour,GOI.
