If he is doing 2 types of business in same state then he can obtain one gstin number but during registration you should provide all details of both the business I.e. business activities, HSN/SAC No. etc
On other hand if he doing 2 seperate business in 2 states then he have to obtain 2 gst number and file 2 gst return simultaneously.
Agree with sourav ji

He may have different gst no or even single gst no would also do

There is no restrictions as such under gst law

Considering the following, when decided whether 2 separate GSTINs (within same state is required):

1) Is there a operational differentiation

2) Is there a tax optimization possible (refunds, accumulated ITC, exempt/taxable, etc.)

3) how the books of accounts are maintained

4) How easy is it to obtain reports for GST compliance if separated.
