Sir/Mam,
Is there any provision in income tax act where penalty proceedings cannot be initiated by department considering age of the assessee.
There is a provision similar to this in settlement provisions, but is there any provision where department cannot itself levy/initiate penalty proceedings.
Your advice would be greatly helpful.
