Is there any penalty for non-filing of TDS NIL RETURN, and also for not submission of "DECLARATION FOR NOT FILING OF TDS RETURN".

Ya there is penalty.
There is no penalty for delayed filing of nil TDS return or declaration for non filing of TDS returns.

No any penalty for not filing the NIL TDS Return.
