pls clearify Explanation II in Rule 6 of the cenvat credit rules, 2004 regarding "on or before the 5th day of the following month". Following month represent for which month - in which payment has been received or in which service has been provided.

The month in which the payment has been received. If the payment was not received then there would be no liability at all.
