there is a partnership since 2012 which client wants to register now with ROF. however, meanwhile in 2016, there was a another deed with retirement of partners along with change in principle place of business. my Q is do i have to register 2012 deed first by raising form A and then 2016 with necessry form ?? or i can directly raise FORM A with new deed created at 2016 ? as old partners are not available there to sign

Hi,
Registration of Partnership firm can be done at any time during the continuance of Business. There is no provision in law which stipulated that the old partnership deed should be registered in order to register a new one, for the first time.
In my humble opinion, There is no need to register the 2012 deed first to get the new updated 2016 deed registered.
You can just get the updated version of the deed registered with the ROF because the final deed would be worth consideration, what happened before may not be important for the purpose of registration.
