A contractor doing panchayat contract due to non filing of return gst registration cancelled already and cannot revoke more than 1 year. Is it we need to file gst for those periods how?

Panchayat contractor gst cancelled by supreme moto needs to file return

You can file the return prior to the period of registration cancelled. Once the return are submitted the cancellation can be revoked.
After that you can file returns of recent period.
You have to file appeal
