1. All were answering for the 2nd drought of the thread not 1st one.
2. If someone of u might answered the 1st question we might not be making this thread as a long.
Does Government, provide PAN Card for this kind of people?

Yes a a person who is neither a male nor a female can also apply for a PAN.
The person can choose his desired option of 'Male' or 'Female' from the "Sex" option in the PAN application, provided
he is providing proof in support of his choice.
