If a person is having ration card of Rajasthan and since last four years he is in Gujarat, Can he apply for PAN card on the basis of Rajasthan's ration card?
Is it possible to apply for PAN card without any address or identity proof attachments?

ID proof and address proof are must. You can get a authorisation from any gazetted officer by affixing assessee's photo as ID proof and also for address proof.
