I think its a technical error.Because i have entered everything correctly.then why cant offset liability?Anyone knows please help me to solve the problem.

Maheswaran ji , You are correct in everything Now you can try one more thing, Use you cash payment first then Your ITC, Means Use 15743 of cash first then 1591 of ITC, You can try this
I also tried that method of adjustment yesterday itself. But still i cannot offset.same error will appears again & again

Yes you can file 123 but you have to fill 3b

If your cash payment is 35486/-. Then you ll be adjust it....
CGST Payment amount in other than reverse charge should be equal to the outstanding liability. - error is because of GST portal, wait for some time to fix error by them and regarding GSTR1 & 2 yes you can file w/o filling GSTR3B But make sure payment has to be done w/o making any delay , then you have a time upto 10.09.2017 to file GSTR1, GSTR2 also got time extened upto 25.09.2017. Relax for the moment
