It is compulsary to give notice under sec 142 when there is change in the jurisdiction with persuant to order under section 127

see when there is a change in the incumbent 142 notice will again be issued so as to enable the succeding Assessing officer to take over the assessment and proceed again any way opportunity of being heard will be given to the assessee
