NON credit of TDS by tax authorities

I have received a demand notice for Asst.Year 2008-09 from the Centralised Processing Centre (CPC) for I.T., instead of the refund that was claimed in the return. The discrepancy is due to 1) totalling error by the CPC in their computation 2) non credit of TDS deducted by Syndicate Bank on the fixed deposits whereas the bank's TDS cerificate shows TDS deducted and 3) non credit of TDS on salary by ITC Limited . How does one deal with this...my regd post letters to CPC have been returned, stating the CPC does not accept letters sent by courier or Regd Post or Speed Post!!

totalling error by cpc can be corrected but you can get the credit of tds only if the the person deducting tax has filed the tds returns.may be your company or bank has not filed tds return or your name may not be included in deductee list.so the first thing you should do is register your pan online by filling form 26as on www.tin-nsdl.com.this is done by filling form online and submitting the application to the nearest tin centre with a nominal fee of rs. 17.your account will be activated after 3 days.then you should consult your bank regarding tds returns.you should sent letter to cpc only through ordinary post.
