What Rules Say regarding gst registration ? If anyone already has a gst no., can he/she apply for a new no. for their new business in a new location ( which is located in the same state ) ?? or can be used with the same gst no. for their new business ?? Is it compulsory to take new gst no. ??

It's not compulsory to take new GST registration.
You can do new business (within a State) also in same GST number or can take New GST registration as per your choice..

Where a person who is liable to be registered under GST act fails to obtain registration, the proper officer may himself proceed to register such person in the manner as may be prescribed.
Advantages and disadvantages of taking seprate registration is depends upon a what is your old business, what is new business, ITC availability, Supplies goods or services, Exempt or taxable, constitution of business, compliance ect.....
