Announcement regarding articled assistants
The requirement of compulsory practical training is an integral part of the Chartered Accountancy course. Keeping this in view, the Council has recently issued a statement to ensure that working hours of articled assistants do not clash with any other activity undertaken by the articled assistants. However, it has been brought to the notice of the Institute that some of articled assistants are attending coaching classes during working hours of articled training. It is hereby clarified that articled assistants are not permitted to attend coaching classes during working hours. As stated earlier, articled training is an important part of CA curriculum.
 
To ensure that the articled training is carried out seriously and in the manner prescribed by the Institute, the Institute will now be collecting information from various sources adopting various methodologies about private coaching classes/centres, its timings, brochures/pamphlets of such classes/centres, students registered/undergoing coaching and faculty engaged thereat etc. On the basis of the information so collected or coming to the notice of the Institute, appropriate action will be taken against such students as are found violating the Regulations and the guidelines issued by the Council. Attention in this behalf is invited to Regulation 66, which reads as under:-
    Regulation 66: Enquiries against articled assistant

    “(1)  Where a complaint or information of any misconduct or breach of Regulation 65 or breach of any of the covenants contained in the articles is received against an articled assistant from his principal or any other person, the President or the Vice-President as the Executive Committee may decide from time to time, may cause an investigation to be made.

    (2)  The Executive Committee may, on a consideration of the report of the investigation and after giving the articled assistant an opportunity of being heard, make any of the following orders, namely;-

    • direct that the papers be filed and the complaint be dismissed, if the Executive Committee finds that the articled assistant is not guilty of any misconduct of breach of Regulation 65 or breach of any of the covenants contained in the articles; or

       
    • if the articled assistant is found guilty, reprimand the articled assistant or cancel the registration of articles or direct that any period already served under such articles shall not be reckoned as service for the purpose of the period of practical training specified in Regulation 50.

       
    (3)  The articled assistant, the registration of whose articles has been cancelled under this regulation, shall not, except with the permission of the Executive Committee be retained or taken as an articled assistant or audit assistant by any member”.
Members are also hereby advised to maintain proper attendance records of each of the Articled assistants undergoing training under them and not to allow them to indulge in any other activity including attending coaching classes during working hours of articled training. Members/students are requested to send information about the coaching classes/centres such as timings, pamphlet, brochures/advertisement, faculty engaged and articled assistants attending coaching classes during working hours, to the Institute.

Its a step in the right direction...

Above Announcement is fantastic... We sud appreciate such a great steps taken by ICAI..  But did anyone complain ICAI tat how many hours do the article works in  office? During September,October, March, April???

Maximun an article student takes class for 3 months or so.. tat too not daily but in alternative days.. and 100% coachin centre teaches only morning n evening... Bcoz even most of them teachin are practising CAs.. So Where is d question aries on attending class during office hours..???  maybe student'll be late for half an hour or so while comin to office from class.. but tats nt the issue.. CAs r compensating all those with makin to work for extra hours..

I am surprised tat no regulation and rules r made to principle but only to poor articles.. who has to attend office, classes, study and all..

Let me talk about dummy article.. iicai knows abt it, n still why it is silent????Why it is silent?????? Bcoz d giver of dummy article is icai's member.... Its so terrible tat aftr knowing also icai is putting oil in its ear..  If u realy want to make rules n regulation ,, make in such a way which can b in favour of both..

Who is there to hear article assistance(AA)?/??  Who's there to give justice for them?? No one is there,, .... No one is there...

An AA never complai anythin bcoz of fear f losing registration.. bcoz everybod knows justice 'll be in favour of  principle..

Iam sorry to say all these things ,but i have no other choice,.. bcoz too much of anythi is good for nothin....

I'm a CA final student registered in new syllabus.As per Institute regulations new syllabus students will get attempt only when they complete articles for period of 2 1/2 years. But now i'm hearing that there may be change in attempt and it may be as like in old scheme i.e., after completion of 2 years articles.      Is there any fact in this statement?

Alex, you are right and I fully agree with what you say about regulations on AAs.  One fails to understand why ICAI is so cruel on its students.  Why so many curbs on the pretext of practical training ?  Once a person registers for PCC does he have to become a slave ?  With so many controls and regulations, the ICAI itself is forcing the students to tell lies and manipulate even before they became professional CAs.  Should a CA aspirant work right from the beginging of his course without any theoritical knowledge ? Just like a scooter or car mechanic ?  Why not the training part start after completion of PCC ? Why can't they do their regular B.Com. along with CA course ?  Why not flexible hours for training ? I would like the Institute to answer these questions without getting offended.  Because I am sure each and every student of CA course is going through this unnecessary tension and anxiety about his future.

the new declaration made by the institute could be abetter one if it was with respect of proper timing. how can u expect a cpt passed student , who deals with other subject of  PCC 4 the first time, can be properly trained by articleship. the coachings are just for 3-4 hours that to alternete days then how can a student spent 6 hrs in office .

the time limit must b reduced now since the student is ignorant about various matter.

but after he clears PCC and gainnig

some knowledge at the college can b asked to fix to articleship more stirctly.
