my company has registered with dealers of excisable goods category from 03.02.2012 but never file any return pls suggest me what i have to do one import in november-2012 and sale in april-2013 we pay all vat but not claim for mod vat till date

Register dealer can only pass the cenvat credit If you have to pay the VAT then you can claim for SAD. You should file dealer return quarterly other wise excise department can demand the penalty.
your have to file two quarter's return as urgent with central excise site www.aces.gov.in if you don't passed the sad on vat sale than you can claim its a matter of customs not excise
