Hello,After a trademark assignment is executed(I am the assignee) for a specific product,Can a give a N O C to the assigner for the specific product so that he can manufacture it in my terms and conditions???

You cannot use an NOC to authorize the assignor to use your trademark. Because an assignment transfers full ownership to you, any permission for the former owner to use the mark must be handled through a formal Trademark License Agreement, which allows you to retain ownership while setting strict terms for their usage and quality standards.
