MVAT Registration

Dear All

I have a dealer who want to get register with MVAT under voluntary registration scheme, the dealer is a Partnersheep Firm.

My querry is that whether it is compulsory for partner to sign and verify the documents and application himself or he can authorise any body to do this job?  I have discuss with the Registering Authority in this regard and they told me that Only partner can sign and verify the documents.
