if both are unregistered dealers who's turnover is below 20lacs is there any problem in the movement of goods. how to prove that the dealers having below 20lacs turnover?

For gst registration turnover shouldn't exceed 10lakhs for north eastern state and 20lacs for others. If your t. O is below but if you sell goods outside the State then you would have to get mandatory registration in gst irrespective of the turnover. So yes if unregistered sell goods within state. You can't prove, you need to see aggregate turnover

Current taxation in TN State 10L for registration ceiling in local. But, the road side squad will be not accepted this and give notice for penalty levied.
So,
Any approval or certificate ll be given to the dealers from government it's very helpful to the dealers...!

In your case no more problem
Your aggregate turnover would include your taxable supplies +exempted supply (non taxable +nil rated+ goods exempted under any exemption notifications) +export+interstate sales

But, Any customers is under GST registered they will ask GST number from you.
Bcoz, A registered dealer ll receive any goods /supply from unregistered dealer. they are paid the tax rate to govt. for RCM...
I understand Madam,
But, the mobile squad ll catch the goods then how to reply 'I'm one of the low T/O dealer...!' Then how do satisfy the AOs....?

yes sir, but the small traders who's turnover below 10lacs is not interest in getting registered in gst. they want alternate solution for the movement goods within the state only.
What business you ll run....?
