no you can't appoint all independent directors as you required some directors who shall be eligible for retire by rotation

Actually its like 2/3 of your total director should be rotational director and 1/3 of it should retire in every AGM...
but here total director doesn't include Independent Directors...
so consider a situation where all of your directors are independent.. hence total director for this section =0
hence no one should be rotational...
