Might be an ordinary delay, since many staff of ICWAI Kolkata would have taken leave for Durga Pooja, so there may be delay in despatching.
@ deepak, better you contact Exam dept or RC.., as you need to apply for Final within 30thNov..if you want to go for final with old syllabus..., and just check with RC..whether marksheet obtained from website is allowed to apply for final regn...All the best..:)
