M vat voluntary registration deposit

There are 2 possibilities : 1) If you have carried forward the same in the return then there is no question of refund. 2) If you have not carried forward in the return then you can make an application to vat authorities after a period of thirty-six months from the end of the month containing the date of effect of the registration certificate but before the end of the period of forty-eight months from the end of the month containing the said date.

But, with implementation of GST we can't get immediate refund ? Also, can it be adjusted against GST Liability ?
