I have given responsibility to some other person for filings all the returns and made all the payment to him. He defrauded me, do not file return from September.
But GST portal do not give intimation of not filings returns in GSTR-3A as required by Section 46 & Rule 68 otherwise i won't be fined too much.
Now i have been heavily fined from September to July. This message is given to me 23 may.
I have contacted GST PORTAL, Local Gst officer, and CBEC but they told me contact to one another.
Where should I complaint?

It's Your Liability to file GST Return
No Responsibility of Deptt.
Deptt. may be canceled GST Certificate if You have not filed GST Return of 3 Month Continuously.
If the person is registered under GST as GSTP then You can complaint GST portal or Your circle office..
Otherwise no way for complaint...

In my view...
while taking gst registration you have registered your mobile number and Email I'd.
When a tax payer files returns, he recieves ARN no. on his registered mobile no. At that time you can know whether your Accountant or any authorized person is has the filed the returns.
But sir you can't blame the department for not giving intimation. It is your liability to check whether
the person is doing their works correctly or not.
