No, the penalty already paid won't be refunded like earlier. Because the notification said "returns yet to be filed". But i believe government will consider this issue in upcoming GST meet on 10th January. Still i don't think govt will refund penalty already paid because this decision is just to encourage compliance of all those taxpayers who haven't yet submitted their returns.
