Late fee in gst

is there any liability to pay late fee for august month(gstr-3B) in the following cases???
1. in case of nil return???
2. in case of tax has been paid before due date but return is not filed within due date???
if in any case late fee has to be paid then what will happen when return would be filed without late fee???
