Last year invoice for GST ITC
I have received February 2019 purchase invoice in January 2020. can I consider this invoice in January 2020 GSTR 3B Return for GST input credit?

Last date of availing ITC for f.y. 2018-19 was 20th October 2019. hence you can not avail ITC
As per proviso placed under Section 39(9), you cannot rectify any omission (claim extra input) after Sept 2020 (in your case). Hence you cannot claim it.
