Any one can say what is the last date of GSTR 4?

I havent came across any update in this regard. According to best of my knowledge it is still 15th of Nov.

24th Dec 2017 has been decided by 23rd GST Council Meeting. Notification for the same shall be issued most probably by 15th November 2017.
