Jointly purchase of property from NRI

in case of purchase of property jointly from NRI, can any one of the purchaser deduct and pay TDS?

What will be the status if all the payment is coming only from the 1st Buyer's account, and the 2nd (Joint) buyer is  added as a Joint owner (eg Wife's name added as joint owner, but all payments from husband's acount). 

Will TDS still have to be deducted by Both?
