My ITR got rejected by Income Tax Department ( CPC, Bangalore) due to non receipt of ITR V for A.Y - 2012-13 in specified time. So my questions are
1) What is the procedure to refilling of ITR 4 and in which section ?
2) I claimed for a refund, so will i able to get a refund from the department if i will file my itr again.

You will have to file the Belated return under Sec 139(4) latest by 31.03.2014. And definitely, you can claim refund. However, you will not be able to carry forward the loss, if any, suffered under the head "PGBP" or "capital Gain" pursuant to Sec 139(3).
But i already tried the same. Whenever i try to upload an XML, then it show an error that orgnial return once uploaded u/s 139(4) cannot be submitted again.
