Can all salaried individuals file ITR-1?

You can only file ITR-1 if the exemptions you claim under Section 10 are less than or equal to Rs. 5,000.

This was found as per https://cleartax.in/ITR1

However , no such condition was found in Instruction sheet of ITR 1- AY 2016-17.

Different salaried persons may have different conditions, there is no standard rule for ITR1 link to salaried person, also I dint find any official notification regards this

I think, such line is  in  ITR-1 : Exempt Income only for Reporting Purpose (If agricultural income is more than Rs. 5000/- use ITR-2 or 2A)
means if agriculture income is more than 5,000/- then you can't file ITR-1

conditions relating exempt income is not mentioned

 

So can i use ITR 1 & show my net salary after all exemptions in ITR.

Say gross salary Rs.5 lacs & Exempted allowances come to Rs.50,000.

Then can i show Salary income in ITR 1 as Rs.4.5 lacs ,as there is no column to seperate such allowance in ITR.
