Please let me know if we are not submite GSTR of sales made in 2017-18 then our party will get ITC if we are paying before 31december2018??????

Yes,
If the party claimes for GST input of any of the invoices which are not reflecting on the portal than Party who has claimed the ITC will be served with the notice, seeking explanation.
If before 31 Dec no notice is been served than no problem...... than carry onn
